或者用that从句也挺好：

was 是过去式，所以‘来’不能用楼上的come,要用came.

该不会是因为你的mainland 前面多加了一个the吧？·····

要不然用过去完成时？
It was the first time that they had been to mainland China。

首先指明你的错误,that后面应用完成时.
It is the first time that they have come to the mainland China.
或者...was......................had...........................
