有句话看不懂：

字面意思不明白，为什么这么说也不明白...求教！

proprietary activity 的意思是自主交易，也就是说交易成员在其自身帐户上, 而不是为客户进行的交易. 这种交易应记入交易所的帐户上。交易所获取此类交易的利益。最简单的例子就是投行买入股票，等价格上涨是再抛售。
你在看后面的例子，进行场外交易的时候交易所一方面低价买入某项资产，一方面高价卖出某项资产。交易所相当于中间商。一旦这类交易被停止商场将缺乏流动性，某些客户无法卖出，某些客户无法买入。所以禁止全部交易是不恰当的，比如这类交易就不能禁止。
