括号里为什么用be not，不用not be呢

这是英语语法里的惯例。

你可以理解成 not 就是加在be后面的。

一般现在时：AM/IS/ARE+P.P. 一般过去时：WAS/WERE+P.P. 一般将来时：WILL/SHAII+BE+P.P 现在进行时：AM/IS/ARE+BEING+P.P. 过去进行时：WAS/WERE+BEING+P.P. 现在完成时：HAS/HAVE+BEEN+P.P. 过去完成时：HAD+BEEN+P.P.
