答案是a 我知道be to blame 的用法，可是这里前面已经有了the person 了还能用be to blame 吗？不是sb be blamed for sth吗？麻烦各位解释一下吧。很急啊

sb be blamed for sth某人因为某事要受到责备 句中主要强调的是这件事情 例如I am blamed for braking the cup.
而你的题目中强调的是 Martin 他不是造成公司损失的人 也就是说主语是人物 所以要用 A. to blame
给你个例句1.He was entirely to blame for that.
2.You are mainly to blame for the traffic accident.

这句话省略了一部分，完整的是Martin is not the person (for people) to blame......这样的话，你可以理解了吧。
