This "Hui" doesn't refer to Hui nationality today but Uygur People actually. For our country, Hui(Uygur) represents Northwest espicially Xinjiang, Zang...Xizang, Mongolia means Inner and Outside Mongolia, Man is the reigning nationality in Qing dynasty. This big 4 is very important for the unitification of the whole china sovereignty.

the other people were considered as parts of Han or just can't be regconized as indepent ethnics or just ignored by the KMT government. Easy to see, the southern minorities were easy to control by the central governemnt which has been proved and still is proving for thousands of years.
