再者，我认为全面禁止XX市市民使用电单车是不理智的，关外的情况和关内的不同，关外的经济状况和交通情况都没有关内优良，在关外更边远的地区，在公共交通不便和自身经济状况下，更多人选择的是电动单车代步。比如去菜市场采购，送货等路程较短的工作，在关外使用公共交通工具是很不方便的。
所以我认为不能在全市范围内禁止使用电单车，至少现在全面禁止关外使用是不适合的。
