Now, paradoxically, as higher education administrators find themselves in funding and regulatory environments framed by the languages of accountability and responsibility, combined with a withdrawal of the state in providing the lion’s share of funding, they are being increasingly asked to demonstrate that their institutions meet measurable quality standards, essentially externally defined—and increasingly in a climate of declining budgets.And, while in the midst of this active policy environment the absence of quality is much noted and bemoaned, and many ideas exist about how quality might be found and measured--consensus rarely reigns. What is clear is that educators and policy makers, often on opposite sides of the debate, are seeking a new paradigm of what defines quality and how it can be measured.
