答：刚开始我也是把double当成形容词了，但后来发现不通，因为如果这样的话，整句话翻译作：“比如，在非洲，改进的种子，更多的肥料和先进的种植措施有两倍多的玉米和小麦产量”看出什么问题了吗？对了，主语错误。“有两倍多的玉米和小麦产量”的主语应该是“某城镇、国家、个体”等，不应该是措施。所以这里的double应该是动词，“使……加倍”，这里用的是它的完成时。故这句话的意思应该是“……等措施使得玉米和小麦的产量翻了一倍多”
