不好意思，第一句打错了，我说的是为什么who后面不加did ,总觉得这两句的用法于通常不同，第一句一般说，who come up with....可是这里却说who came ，注意第一句写的是came,不是come，能否说一下这两句为什么要这样，盼高手指点。

句子基本结构：主语+谓语+宾语
did是行为动词可做谓语，came up with也是动词做谓语 一个句子不需要两个动词做谓语。它们在句子中所起的作用是一样的。
第二句，你写的两个从语法上讲都是对的，但第一个更简洁，老外都喜欢这么用。 你知道有些东西口语化了，就没有什么为什么了。

陈述句是he/she came up with the good idea yesterday.变成疑问要叫助动词啊，过去时是did。Who did come up with the good idea yesterday？
Why not try on the jeans?和why didn't you try on the jeans?好像都对吧。

came是过去式，如果加了did的话，那么就应该是come。所以不加did。
