一定不能去掉。

will是情态动词，后面一定要接动词的。而able是形容词，不能直接跟在will后面。be able to是个动词词组，去掉了be就不是动词的词性了。

另外，say是个瞬间动词，看这句话的意思不能用现在进行时,建议改为：
He said he would be able to be home for Christmas.

would be able to相当于could,但是语气较后者弱，表示有把握完成be home的状态性动作，当然可以用在这里。我楼上的人说的不对。
