「摘要」 在传统媒体环境下，合理使用的制度尽管在各国立法上已经形成一定的成熟而稳定理论基础，都承认了合理使用这一制度存在的必要性。随着网络技术的迅速发展，著作权的合理使用制度受到了前所未有的挑战，需要重新确定著作权合理使用制度的具体内涵和外延,以适应网络环境下维护著作权人利益和使用者利益平衡的需要。

Reasonable Usage of the Copyright under condition of Global Network

[Abstract] Under the traditional media environment, even though the rules of reasonable usage has been set up at many different countries and also has contained an mature theoretic foundation, however we must admit the necessary importance for the existence of reasonable usage.
Along with the amazing development of network techniques, the reasonable usage of copyright is facing the biggest troubles it has never met before. We need to clear understand the re-identify the connotation of copyright’s reasonable usage in details, and then finally meet everyone’s needs while keep the balance between copyright holders and users.
