基于本文研究对象的特性,主要运用了以下的研究方法:1、系统分析的方法。本文依据人力资源管理和危机管理的有关理论,对政府部门人才安全问题进行了系统的分析;2、比较研究的方法:利用国外对于人才安全预警的研究成果,借鉴企业人才流失预警的经验,结合我国政府公务员流失的实际情况进行针对性的借鉴和比较研究。
本文的创新之处在于,一是目前国内对人才危机管理的论著较多,但很少有人研究政府部门人才安全危机的预警、监控管理;二是针对政府部门人才安全管理运行中的问题,结合实际提出一些具有可操作性的应对政府部门人才流失的预警管理的建议,为有关部门应对人才流失提供理论借鉴和实践指导。
