文章的大意：航空工业排放的温室气体是全球气候变暖的原因之一，且呈逐年增加之势。英国一部长级官员呼吁政府向各大航空公司征收“排放税”，原则就是“谁污染，谁掏钱。”
此句的大意：航空公司必须拥有政府颁发的污染许可证才能运营。当一个公司因业务增加继续排放污染物也相应增加时，它需要花更多的钱才能得到许可证。这将会直接导致航空业整体排量下降。

虽然大明明白了，可是这几个句子的结构还是不太明白。尤其是：
1、those的用法。
2、surplus究竟是指什么？

surplus应该就是一种借代的说法

those代前面出现的可数名词复数，避免重复，且表示特指，后有定语修饰，可与the ones 通用。
