...之都的都翻译成city好呢还是capital好呢

比如：中国花木盆景之都，禽业之都
我做的这本资料有3栏，1.之都 2. 名城 3.名镇
我想把1和2分开，所以想用capital,但又觉得不妥，请问用capital行吗？请附有关（权威）资料，谢谢。

用city
一般省会城市才用capital city

之都的都翻译capital或者center好

设计之都，潮流不息。
