我感觉从句意上理解应该用when,但此处很明显是强调句
是用that还是when 好 ,另外就是单看这句话如果用when 的话, 从语法上怎么解释?我想是可以用when的,因为看过一个类似的句子

强调句型，用A.that.
第一，用when的话就成了：It was in 2002 when he was riding a bike on the drive-way. 这里有两个句子，It was in 2002.和When he was riding a bike on the drive-way.这两个句子没有用任何的连词就这样直接放在一起很突兀，没有理由！
从第二句Oh , when was that exactly? 中不难看出，这个人对那件事情十分关注，特别是发生的时间。
因此，为了与上句搭配，最后一句的回答重点是时间，故用强调句型It is in + 时间 when，意思是：正是在某个时候做了某事。
zephyruoqi，原句中去掉it be……that，剩下When he was riding a bike on the drive-way.这个句子好像没有说完，但是如果再加上第一个句子He was nearly killed by a car once.这个句子的意思就完整了。
因为第一个人已经在开始就描述了这个事实，因此，就没有重复再说一次了。
B when的意思是当时 这不是强调句
强调句的判断方法：从原句中去掉it be……that的时候句子仍然成立就是强调句

我觉得应该是用when（大概是题目作多了，呵呵～～）,意思就是说他在骑车回家这个特定的时间被撞了。我是这么理解的。
