常用的电子标签是无源卡，当射频控制器对卡进行读写操作时，控制器发出的信号由两部分叠加组成：一部分是电源信号，该信号由卡接收后，与本身的L/C产生一个瞬间能量来供给芯片工作。另一部分则是指令和数据信号，指挥芯片完成数据的读取、修改、储存等，并返回信号给控制器。
所有系统的控制器均可以简化为三个基本的功能块（如图1）由发送器和接收器组成的高频接口、控制单元及天线。
射频控制器高频接口部分采用电感耦合方式(如图2所示)。控制单元(如图3所示)主要担负着以下任务：与应用系统软件进行通信，并执行应用系统软件发来的命令；控制与应答器的通信过程(主-从原则)；信号的编码与解码；执行防碰撞算法；对应答器与读写器之间要传送的数据进行加密和解密；进行应答器和读取器之间的身份验证。天线是射频控制器的一个重要组成部分，它由天线圈与电容组成串并联谐振回路，与高频接口紧密耦合，一方面要与卡片参数匹配，使得卡片能够得到充足的能量和完整的数据，并且把卡片的响应数据接收回来，另一方面又要与放大电路匹配，使射频控制器在读写卡过程中获得足够的电能。
