My objectives in conducting a literature review and making exploratory research visits to China were to identify an appropriate topic for investigation and establish host organization support for conducting the field research. My literature review consisted primarily of examining the work done by previous researchers in the fields of Chinese environmental policy, Chinese politics, policy implementation, technology management, and organizational theory. This helped me generate a “short list” of topics for potential study.
I also made two six week exploratory research visit to China during the summers of 1994 and 1995. During those visits, I.discussed potential research topics with officials in the NEPA, the State Pharmaceutical Administration of China (SPAC),1 and professors of environmental science and engineering in Chinese universities.2 These discussions helped me identify wastewater treatment acquisition and use as well as cleaner production as important and feasible research
