我国电力行业由于长期处于垄断经营地位，虽然其企业管理体制落后、陈旧，但企业效益还相当不错。随着近几年的电力体制改革逐步加快和深入，五大发电集团的相继成立和厂网系统的分开，新的电力行业格局正在逐步形成，处于传统计划和垄断经济体制下的电力企业正面临着严峻的挑战，以前旧的财务管理体制已不适应新型电力企业发展的要求。
本文针对现行电力企业旧财务管理体制暴露出来的种种问题，采用理论与实践相结合的方法，运用财务学、管理学和经济学等学科的理论知识，分别从企业内部预算管理、成本管理、内部控制、财务评价体系、企业管理方法、财务信息化和人员素质等方面详细阐述了如何完善现行电力企业的财务管理体制问题。文中提出的观点如下：首先，是必须要推进企业现代化管理制度的建设,加强和完善成本管理机制，实现全面成本控制；其次，是要加强企业内部控制，完善企业内部财务管理,同时要建立企业的财务风险预警机制，防范财务风险,在改进企业经营评价指标的基础上，进一步完善财务评价体系，并要导入全面预算管理模式，建立全面预算管理体系，关键是要加强电力企业财务管理信息化的建设，进一步提高财务人员的综合素质和能力，这样才能提高电力企业在未来电力市场上的竞争力。最后，又针对某电力企业的实际情况，对企业财务管理中出现的不足和问题，分析制定了一套解决方案，以提高其企业的财务管理水平。
本文希望通过对电力行业这一特殊行业财务管理体制的研究分析，结合现代企业财务管理体制发展趋势和变化，来提升电力企业的财务管理水平，以加快整个电力行业的现代化改革。

With the faster and deeper reformation on the system of the electric industry, five greatest Generation Group are established in succession, division of the plant and the network, and finally all of these help to shape a fresh electric industry pattern. Confronted by the severe challenge, the old electric business which is under the traditional plan and the monopolized economic system as well as the previous financial control system will not go for the new requirement.
