因为是反义疑问句。
前面一句的其实是：i think he is not to blame,只是否定词提前了。

"I think"属于插入语，不影响整个句子，可以把它去掉之后再看。

这里就是，
He is not to blame, is he?

I don't 已做过否定。从句否定应在主句中进行

is he这里是作为反问句。
问句一般都是动词在前面。
