摘要
经济适用房政策是政府为了解决低收入户住房问题推行的房地产开发政策，其决策目的主要是使中低收入户从经济适用房政策中得到实惠。但是，由于目前房地产市场上部分投机者利用经济适用房与商品房之间的差价牟取暴利的现象十分严重。对此，政府出台了经济适用房回够政策，即经济适用房将不得直接上市交易，而是由政府回购，充分发挥政府的宏观调控职能，达到调控房价的目的，使中低收入户受益，制止利用经济适用房渔利的现象。然而，经济适用房回购政策实行过程中还存在一些问题，如何完善目前的经济适用房回购政策成为政府公共政策领域面临的重大课题。
