本设计的主要任务是集安市水厂给水工程设计。设计的主要内容包括：设计规模的确定、给水系统选择、给水方案比较、取水工程设计、净水厂设计。
设计书由设计资料、设计说明书和设计计算书三部分组成。
本取水工程采用一泵站加压双管将水送至新建净水厂方案。本方案拟在山城子水库下面建一加压泵站，一次加压至净水厂，经净化后以重力流配水至市区管网。本设计的设计近期规模是3万m3/d，远期规模是5万m3/d，在拟建的山城子水库取水。采用的给水系统为：源水→集水井（一泵房）→管式静态混合器→平折板絮凝池→斜管沉淀池→小阻力普通快滤池→清水池→二泵→城市管网。
选用碱式氯化铝为混凝剂，液氯为消毒剂。折板絮凝池反应时间为20min，斜管沉淀池清水区上升流速2.50mm/s，斜管系乙丙共聚材料制作，采用蜂窝六边形，板厚0.4mm，普通快滤池滤速V=8.0m/h，水冲强度14L/s.m2。冲洗时间为6min水厂出水水质要求达到生活饮用水卫生规范（2001）。
本工程从拟建的山城子水库取水，水库至拟建净水厂厂址有一条天然通道，即通沟河河岸。通沟河两岸地势相对平缓，且大部分地段属山前冲积层，岩石较少，此输水管道长度约5.2km左右。在管材上，球墨铸铁管造价相对低廉，管件齐全，且耐腐蚀，重量较轻，便于运输及安装，因此采用球墨铸铁管。
