住房供给结构不合理
由于支付能力有限，现阶段希望购买中小户型（65-100㎡）住房的普通居民家庭比例较大。
对40个重点城市调查分析的数据表明，2006年1－6月，预售商品房平均套内面积达115平方米，其中90平方米以下套型住房供应比例不足20％；
供给结构不合理不仅直接影响了中低收入居民的购房需求，而且进一步加剧了住房增长与资源短缺之间的矛盾。
住房市场秩序有待进一步规范
开发商行为不规范，捂盘惜售，囤积房源，推高房价；发布虚假广告误导消费者；利用不规范的合同侵害消费者利益。
中介服务环节，一些经纪机构变相提高中介费标准、骗取服务费、制作虚假文书、占压和挪用交易资金等。
市场交易环节，违规炒房、骗贷购房情况经常发生。
住房市场秩序混乱破坏了公平竞争的市场环境，扭曲了市场的价格，加剧了住房市场的供求矛盾。
住房保障覆盖面小，措施不到位
少数省(区、市)没有建立廉租住房制度目标责任制，一些地、县城市没有建立廉租住房制度。
大部分城市缺乏完善的落实住房保障制度的具体措施，如廉租房的建设规划、分配标准及办法、退出机制和管理办法等。
具体落实不力。由于资金和地方利益等多种因素，廉租房政策落实的缓慢，虽然许多城市都有廉租房住宅的样板，但覆盖面很小，人均住房10平方米以下的低保户住房难问题得到解决比重较低，众多贫困群体住房困难的问题没有得到真正解决。
当前住宅市场的调控政策
要建立和完善住房保障制度，包括健全廉租房制度，改进和规范经济适用房制度，逐步解决低收入家庭的住房问题。
要优化和改善住房供应结构，发展面向广大群众的普通商品住房，满足普通百姓的住房需求。
