摘要：直到本世纪, 国际社会才有了明确的难民界定和专门解决难民问题的公约和组织。按照联合国难民署的说法, 难民是指那些有正当理由害怕受到迫害, 诸如基于种族、宗教、民族或政治观点等原因, 离开原籍国, 因而不能或不愿受到其原籍国保护的人。难民问题的产生, 有复杂的原因, 其中版图变更、种族冲突是比较突出的因素。而国际社会上对于难民的甄别、保护，也都有着本国特色的政策。本文从难民资格认定以及各国对难民资格的认定入手，结合各国具体情况，运用举证分析、陈述资料、查阅国内外专家资等研究手法，结合自己所学知识，分别阐述各国对待难民的政策，以及各国相应政策下对于难民的保护。并结合上述资料发现现行难民保护的不足，并提出自己的改善建议。
