Several researchers have been interested in optimal policy for software vulnerability disclosure. Such work usually builds on the analysis of a game in which a social planner
knowing about a vulnerability grants the vendor a grace period to develop a patch and discloses the vulnerability afterwards. Arora et al. (2004a) shows that neither immediate disclosure nor non-disclosure is socially optimal. Cavusoglu et al. (2005) shows that while no single grace policy is universally optimal, an optimal policy exists for any set of model parameters. Both papers discuss the effect of various factors on vendors’ decisions regarding the timing of patch release and the optimal choice of disclosure policy by social planner. Our paper also deals with those issues, but our main focus is on decisions made by individuals who identify vulnerabilities.
