据县项目办对亚行贷款项目涉及乡镇贫困人口进行的统计分析结果表明，项目乡镇贫困人口有1.5万人，占总人口的平均比例为17.38％；低收入人口有3.58万人，占总人口的平均比例为40.77％。中低收入人口占到80％以上。

以上统计数据表明，在平顺县缩小贫富差距，消除贫困状况，增加农民收入的任务还非常艰巨。设施花椒芽菜种植、核桃种植项目一次性投资较小，是效益很高的项目。以花椒芽菜为例，据初步测算每年每亩可采摘花椒芽菜500公斤，以每公斤18元保底收购价计算，花椒芽菜种植农户亩收入就在9000元以上。这两个项目对中低收入人群的覆盖面比较大，由于产业链条衔接的好，农户的风险较小，在平顺县实施该项目，可有效增加项目区农民的人均纯收入。
