本系统采用Delphi 7.0为开发工具，后台数据库选用Microsoft Acess2003数据库，具体开发方法则应用了结构化生命周期法。本系统面对的是新农合制度体系中最基层的使用者，本文分析了这些用户的需求，之后确定实现以下功能：由于用户权限不同，系统设定了三种身份,合疗办的管理员、村民、村镇。管理员对系统可以进行所有的操作，其实现功能包括村镇信息设置，村民个人信息管理（包括基本信息、迁移信息、死亡信息等），医疗记录管理，合疗保险记录管理。村民可以查询个人的基本信息、医疗记录信息、合疗记录信息，还可以对其密码进行修改。村镇实现功能最少，仅可以查询所包含村民的个人基本信息。本文给出了此系统的具体实现。
