随着计算机技术、微处理器技术、网络通信技术的飞速发展，在变电站自动化领域出现了大量智能电子设备(IED)。 IED ( Intelligent Electronic Device)在变电站中普及应用，形成了许多单项自动化系统，这些单项自动化系统的IED种类繁多，提供的接口和功能各不相同，数据格式也多种多样。设备间不能共享信息，数据的一致性难以保证。这就是”自动化孤岛”问题。这种现象不仅造成了软、硬件设备的重复投资，还增加了变电站的运行维护成本。因此，电力系统迫切需要一个标准的开放式变电站自动化通信体系。
IEC61850变电站通信网络和系统是由IEC TC57负责制定的关于变电站自动化的国际标准。为了解决设备的互操作性和建立无缝连接变电站通信网络，标准设计了抽象通信服务接口(Abstract Communication ServiceInterface ACSI)，通过ACSI模型构建变电站自动化系统。本文首先介绍了IEC61850的产生、发展、以及对变电站自动化系统的影响。然后详细介绍和分析了IEC61850的制定思路、特点以及标准体系内容。运用UML( Unified Model Language)对IED设备的信息模型进行了建模，在此基础上对实际保护装置进行了分析并建立了数据模型。根据变电站系统和IED设备分层、分步的特点，遵循IEC61850协议标准采用面向对象的设计语言(C++语言)设计了IED设备的数据模型。
