其实完整的应该是：达则兼济天下；达则独善其身。意思就是，当一个人，被时代和当局所器重时，就要负起重任，就要有所作为；在不被人看中时，就要不断的完善自己，在甘于寂寞，修身养性，博闻强识。我也是在百度知道上找的，希望写答案的那位朋友不要见怪啊
