关于程序上：原来所有发票是由ICS上海会计过来检查扫描，做凭证，然后交给香港，由上海向香港汇报。
现在香港换人处理南京的事，又推翻了以前的程序，Cindy 这次突然要我把所有的发票全部给她之后才给我备用金。公司欠我5000多RMB，他们总是拖我们的报销，总是说还没有得到你们的批示，批示真的需要一个多星期吗？
