中译英翻译技巧问题

因为一段文章反复出现类似的有多个的被修饰语或宾语的结构，难以翻译通顺，
例如 ：

温室效应的分布特征 危害形式 防治措施及治理模式，。。。。

又例如：开展系统调查、定位检测、技术研发、技术引进、技术集成、技术示范和技术推广

又请问 & 这个东西到底什么条件可以用？

不管怎么翻都觉得太拖沓，请那位高人指点一下
还有 集xxx为一体 应该怎么表示 不要告诉我是gather

汉语一般要求4字格，看着比较规则，但是实际上没有什么具体含义。

比方说，分布特征就是分布，危害形式就是危害，防治措施就是防治，治理模式就是治理，把以上的词各用一个简单的英语名词翻译就好了。

正式的文体中，一般不用&.一些缩写的时候用。
