我有一个同学说 what's the matter 作宾语从句的时候可以不用改成 what the matter is
是这样吗？

不行，这个是个固定搭配，作宾语也是说what is the matter.
如：She asked me what was the matter.
what is the matter
不用变化顺序
(可以把what当主语看，可能比较说得通)
不行, is 是不可以放在最后面
应该是 what is the matter
肯定可以啊！
