带it is that强调格式的not until用法

已知not until是经常带倒装格式的，如
Not until we caught the next offenders,could we leave.
问题是，如果在此句中加入it is that的强调格式，could是否还可以，或者说必须倒装？
It is not until we caught the next offenders that we could leave.

必须倒装,应该是
It is not until we caught the next offenders that could we leave.

用在强调句型里面，后面是不倒装的，应该是It is not until we caught the next offenders that we could leave.
只有在not until 置于句首的时候才倒装Not until we caught the next offenders,could we leave.
