Certificate issued by a Chamber of Commerce or any other competent authority connected with the cause in the country of the seller or the buyer shall be sufficient proof of the existence of the above circumstances and their duration. Nonavailability of material will not be an excuse to Seller for not performing his obligations under this contract.

由卖方或买方所在国家有关商会或其他主管机构出具的证明可做上述情况和持续时间之充足证据，买方不得以材料未利用率做为不履行此合约中责任之借口。

买方或卖方所属国家和此类事业有关的商会或其它主管当局所签发的证明应当足以证明上述这类情况的存在以及其持续时间。卖方不能以原料的未利用率来作为不履行合约的理由。
