【内容摘要】：世界各国均对本国的垄断企业采取了监管措施。根据不同的垄断性质和对垄断行业进行监管的不同阶段，本文选取了三个有代表性的总统（首相）：美国的西奥多•罗斯福、富兰克林•罗斯福和英国的撒切尔夫人，分别考察了其任期内的垄断企业监管政策。从其对垄断企业进行监管的实践来看，西奥多•罗斯福作为政府对垄断企业进行监管的开创者，其监管的对象主要是经济垄断，监管手段主要是通过强制拆分现有垄断大企业以引入竞争。而富兰克林•罗斯福在继承了前者反垄断政策的基础上，进一步加大了对自然垄断企业的监管力度，其主要手段是在各个自然垄断行业内分别成立专门负责监管的独立机构，对垄断企业运营的各个方面（主要是价格，也包括经营方式、产品质量等内容）进行全面的监管。撒切尔夫人针对的则主要是由国有企业带来的行政垄断。在其任期内，撒切尔夫人大力推行国有企业的私有化，在原国有企业的垄断领域内大力引入竞争，同时也分别在各个行业内成立了管制办公室，负责对自然垄断行业的监管。本文继续分析了中国垄断行业监管的现状，指出反垄断和行政监管方面的主要问题，即垄断产业的现行立法与行政管理制度的矛盾、反垄断法迟迟未出台延缓了反垄断制度的建立、现代监管制度远未形成等。最后结合不同国家和时期的反垄断举措及我国垄断行业及监管的现状，得出三点反垄断监管的启示。
