摘 要：本文从透视基础教育服务均等化的概念着手，以国际视野比较分析了有关国家的基础教育服务均等化措施。进而在对我国基础教育服务均等化进行现实考察的基础上，立足于财政公平目标，提出了实现我国基础教育服务均等化的基本思路。

Abstract: In this paper basic education services from the perspective of the concept of equal proceed with an international perspective comparative analysis of the countries concerned of basic education services equal measures. Then in the service of China's basic education a realistic study of parity on the basis of fair and based on financial objectives by the realization of China's basic education services the equalization of basic ideas.
