2006年的政策环境对于创业者来说，无异于一条康庄大道。各种规划、纲要以至于法规，都在向创业者示好，都在尽一切可能地为创业者服务。
自1月1日起开始实施的新《公司法》，在极大的程度上降低了设立公司的“门槛”：允许设立“一人公司”；大幅下调注册资本；允许公司按照规定比例分期缴清出资；放宽出资形式的限制；降低货币出资比例。这些新的改变将极大地刺激个人、公司创业的积极性，尤其是那些有经营经验、又具备资金的人群，如个体工商户、小型企业和普通投资者。
在1月召开的全国科技大会上，国家主席胡锦涛宣布中国未来15年科技发展的目标：2020年建成创新型国家，使科技发展成为经济社会发展的有力支撑。中国科技创新的基本指标是，到2020年，经济增长的科技进步贡献率要从39%提高到60%以上，全社会的研发投入占GDP比重要从1.35%提高到2.5%。
一个月后的2月14日国务院发布《关于实施〈国家中长期科学和技术发展规划纲要(2006—2020年)〉若干配套政策的通知》。通知中关于加强对创新企业金融支持和资本市场建设的配套政策尤其引人关注。通知指出：建立支持自主创新的多层次资本市场；支持有条件的高新技术企业在国内主板和中小企业板上市；大力推进中小企业板制度创新,缩短公开上市辅导期,简化核准程序,加快科技型中小企业上市进程；适时推出创业板；推进高新技术企业股份转让工作……
进入2006年以来，从国家到地方，出台了许多与创业有关的新政策，给创业者带来了诸多实惠。从降低创业门槛，到国务院的60条纲要，还有“十一五”的规划，到处都彰显着政府对创新创业的扶植态度。在这样一个环境优越的创业年里，创业者和有心创业的人们，难道不应该有一番作为吗？
