摘 要
农民工是我国改革开放进程中必然存在的一种社会现象，他们的社会保障问题、尤其是医疗保障问题成为亟待关注的现实问题。本文首先阐述了实行农民工医疗保障的必然性，包括福利国家的必然趋势；社会公平的体现和要求；和谐社会的必然要求等。其次分析了农民工医疗保障的发展过程中存在的主要障碍，本文主要从农民工自身方面、政府方面、企业方面阐述这些障碍已及障碍产生的原因。然后，参照国外先进经验，主要分析了日本和德国的先进医疗保障体系及其管理经验。最后在此基础上提出了一些针对农民工医疗保障难题的对策建议，包括强化农民工医疗保障的政府责任、加强政府职能、完善医疗保障体系、改革征收机制、加大法治和监管力度及其要加大对农民工的教育、宣传和培训力度等。

Abstract
