本文主要针对上述现状中存在的问题，重点基于B/S模式开发卷宗档案管理信息系统，结合法院卷宗档案管理的实际和目标，提出了基于B/S模式的法院卷宗档案管理信息系统的设计方案。设计开发成功后的法院卷宗档案管理系统具有原始手工管理所无法比拟的优点，例如：检索迅速、查找方便、可靠性高、存储量大、保密性好、寿命长、成本低等，并且可以同时满足卷宗借阅者、档案室工作人员和高级管理员三方面的需要。这些优点能够极大地提高卷宗档案管理的效率，也标志着法院的管理更加科学化、正规化。
本文的主要工作和成果：
认真研究分析了原有法院信息系统中卷宗档案管理方面存在的缺陷和不足，提出系统改造的设计思想，并在现有知识的基础上详细介绍设计过程中需要用到的相关理论和技术知识，如电子政务、Web数据库技术、B/S模式等；
研究并分析基于B/S模式的法院卷宗档案管理信息系统开发的可行性，结合领域要求，给出法院信息管理系统的体系结构、功能模块、数据库的设计思想；
基于目前现实使用的系统平台，设计并实现基于B/S模式的法院卷宗档案管理信息系统，特别给出数据库实现和诉讼文书自动生成的实现，并提供用户操作界面，使所研究的内容有一定的现实意义。
