Summary:
Through the long development history of more than 200 years, idea most developed country and some developing countries now of animal's welfare have been already approved and establish in the form of written law. But animal's welfare is a brand-new concept in our country, it is a strange word to most people, people protected animals idea of interests still very thin, write animal welfare into several attempts of legal clause end in failure. This text passes the study on formulation and development of the animal welfare law and comparison of the domestic and international animal welfare law current situation of the present stage, explain of our country animal welfare legislative lagging state of process, prove the state of lagging bring of our country adverse effect of economics and society for example, and then prove the necessity of accelerating the legislative process, and propose some suggestions on the completion of the animal welfare law of our country.
