摘要
对基本农田实行特殊保护,是一项切实保护耕地、实现耕地总量动态平衡、稳定高产稳产耕地面积、提高耕地质量、巩固农业基础地位、深化土地利用管理的重大措施。传统基本农田保护管理存在划分方法粗略、管理方法落后不完善等诸多不足。以GIS为核心的空间信息技术的快速发展,为解决我国在基本农田管理方面的不足提供了基础。
GIS技术的介人, 建立基本农田管理信息系统，把表示各种地理要素特征数据、属性数据、图形等信息输人计算机中,在其软硬件的支持下, 通过计算机进行储存、更新、检索和进行科学分析等, 为合理利用各种资源以及为管理部门做出决策提供科学依据, 从而实现信息管理的现代化。
本课题研究了基本农田保护管理信息系统的建设背景、结构设计、具体功能模块设计及基本农田数据库的数据结构和组织模式，详细研究了在C#. NET 编程环境下进行基于SuperMap Objects的组件开发，实现基本农田保护区管理，各种查询分析，统计分析及输出等功能的方法。利用GIS的方法实现对基本农田保护区、保护片、保护块及保护图斑的有效管理，实现保护区责任人与保护区对应关系，并及时更新；实现基本农田的变更管理功能，对基本农田的占用及补划项目进行综合管理；并对土地利用现状的统计分析，并图示分析结果，为决策者提供决策信息。
