与大企业和成熟企业相比，中国中小企业的创新能力与持续成长遇到了很多问题，其中缺乏外部金融资本的支持是最重要的制约。成熟市场条件下的中小企业是依靠运作良好的风险投资和资本市场的支持来获得创新动力的，中国风险投资起步较晚，虽然发展迅速，面临着许许多多企业自身和政策支持不足的问题，所以这只是一个理想的规划，尚缺乏有效的制度保障和市场环境。本文首先介绍了风险投资的一些基本概念，从中小企业吸收风险资本入手，分析了当前我国风险投资市场的形势，以及我国中小企业和风险投资市场的特点，着重研究我国当前中小企业吸收风险投资存在的问题，现可以归结为两个方面：一是中小企业自身的弊病，不不能得到风险投资的注意；二是当前我国风险市场的环境不完善和国家政策支持不足，我国风险投资尚不成熟，需要良好的市场环境和足够的政策支持。本文结合前人的研究，参阅相关资料，最后从不同的角度根据不同的情况提出相应的对策及建议。
