在石油企业的生存和发展过程中，总是需要实施大量的项目。项目管理作为一种有效的管理方法，对于保证项目在预算范围内在计划的时间里实现预定功能具有重要的作用。但在石油开发企业的项目管理中，还存在一定的问题，因此加强石油开发企业项目管理的研究具有十分重要的意义。
本文依据项目管理的基本理论，结合我国石油开发企业项目管理的基本情况，分析我国石油开发企业项目管理的现状，根据项目管理理论，采用发现问题、分析问题、解决问题的方法找出其在招投标管理、组织管理、费用管理、制度建设、绩效考核与激励约束方面存在的问题，针对这些问题从完善项目招投标，加强项目经理管理，加强投资管理，沟通管理和人力资源管理等方面提出了完善石油开发企业项目管理的对策。
