正在译一篇计划书，有一小段是涉及收费款项的，

该提议假设发票金额中没有扣除应纳税款或发票代扣款，并且如果需要代扣或扣税，则发票金额及扣税额/代扣额的应当合计总额，由客户承担扣税额或代扣款，并支付报价金额和发票金额。
这项建议是基于这样的假设上的：发票金额中未扣除应纳税项或者代扣税款。
在需要预先扣税或者代为缴税的情况下，则扣税额和代扣税额应该计入发票的总金额中。
