看情况：1.I can answer your question.肯定是 can do something.
2.We do what we can to help him.用的是can to do,因为这个 can 后面省略了do,省略的原因是前面有实意动词do.

can 是情态动词
要接动词原形，所有的情态动词都要接动词原形

但是要到了具体的问题的时候要具体分析
举个例子：
He always does all things that he can to help me.
这个地方can后面仿佛是接的to
但实际上这里 that he can 是作定语从句修饰 things 的
to help 才是连在一起的，表示does all things 的目的
