I just can't login in as a new member on account of there is no related information about how to create a user's name and instructions.Do I need to register again? Or 10yuan would be deducted again if I refill the credit-card information at first step?

I can not logon as fresh blood. There is no tips on the website. Pls tell me the steps of loging on as a new one and creating a new user name. Is it same with the steps like re-registration? If so, the first step is filling the credit card information, I am afride to pay again, for I have paid 10 rmb already.
