摘要：施工组织设计编制工作是工程技术和施工管理两大要素互相结合的过程, 是用以指导施工准备乃至施工全过程的技术经济文件，其内容视工程的性质、规模、结构、施工复杂程度、工期要求和建设地区的自然经济条件不同而不同。施工组织编写的主要作用在于两个方面：一是论证作用。在技术上、组织上和管理手段上论证投标书中投标报价、施工工期和施工质量三大目标的合理性和可行性；二是承诺和要约作用。对招标文件提出的要求做出明确、具体的承诺，对工程承包中需要业主提供的条件提出要求。
本施工组织设计根据工程施工合同及设计文件为依据进行编写。其作为主导施工的依据，编制时对目标工期、工程质量、项目管理机构设置、劳动力组织、施工场地的有效利用、施工进度计划控制、机械设备及周转材料配备、主要分部分项工程施工方法、安全保证措施、文明施工及环境保护措施、降低成本措施等诸多因素综合考虑分析，突出科学性及可行性,确保工程顺利进行。
