农村养老保障问题深刻地影响着社会生活的各个方面。“十一五”规划纲要中明确指出，加快农村养老保障体系建设是建设社会主义新农村重要内容。中国作为一个发展中国家，随着经济的急速发展，农村的人口结构发生了重大变化，大量农村青壮年涌入城市，使得我国农村老年保障问题更为突出。
本文首先从现阶段我国农民的收入水平和消费水平分析入手，阐述了我国农村养老保障的方式的现状。再次，在研究国外农村养老保障进程和方式的基础上，提出我国建立农村养老保障可借鉴的经验。最后，分析了我国农村养老保障模式存在的问题，表明传统的养老保障方式面临着挑战，进而从中国农村社会养老保障的现实模式分析出发，对建立农村社会养老保险提出了相应的对策，即就目前农村经济发展水平，应建立多层次农村社会养老保障模式。
