人口老龄化已成为当今世界的一个突出的社会问题。退休人口数量增加、人类寿命延长及生育率降低加重了整个社会养老的负担。面对人口老龄化在中国养老保险制度发展的模式中出现的问题,结合各国的养老社会保险制度在运行中存在诸多差异，选择从筹资机制、供款率、给付条件、替代率等内容进行比较。建议应该保障改革的顺利实施，建立多层次的养老保险体系，并且适当调低费率；延长退休；扩大社会养老保险制度的覆盖面。在总结分析我国养老保险体系所存在问题的基础上，吸取国际上的成功经验并设法规避其不足,提出了进一步完善我国养老保险体系的对策建议。
