近年来,随着生活水平的提高,人们更加追求饮食的营养、健康。而食品添加剂在我国还是新兴行业,众多消费者对食品添加剂的基本常识不太了解,自然会产生一些疑惑,甚至非议。这就需要我们不断地用科学的态度,公正地宣传食品添加剂的知识,使公众能够正确地认识和理解使用食品添加剂的合理性和必要性。从科学的角度来看,绝大多数食品添加剂的使用并不会影响食品安全,而非法使用非食品添加剂或违规过量使用个别食品添加剂,则会影响食品安全,因此做好食品添加剂的管理和监督工作是十分必要的。本文首先从食品安全的概念切入,分别阐述了“食品”、“安全”的含义,明确了食品安全与食品卫生、食品质量的不同。我国食品安全的现状以及食品安全自身所具有的属性决定了必须由法律对其加以规制,而就我国相关法律规制状况来说,仍然存有很多缺陷,主要是相关法律法规缺乏统一性、协调性,多头执法、监管权责不明。对我国食品安全法律规制的缺陷分析之后,提出本文要解决的问题——完善我国相关法律,这也是本文研究的主要目的。
