码头装卸货物操作规程
Procedure for Loading/Returning Materials at Jetty
1 目的
为了及时按照甲方的要求供应泥浆材料，并确保作业中的货物及人身安全，特制定本规定。
2 适用范围
适用于基地库房所有人员。
3 具体要求
3.1 接到甲方或泥浆工程师的要料单后，库房管理员负责组织，分配人员，安排人力及设备打包备料。并及时与甲方联系确认装卸材料的船舶与时间，无法协调的问题立即报告给经理解决。
3.2 作业人员必须清楚所备材料的安全级别并按照材料安全数据单穿戴劳动保护用品,如工服,工帽,手套,眼镜,防尘口罩等。并受过搬运，司索等培训。
3.3 打包备料过程中，铲车一定要注意不要超速行驶，注意安全。备料人员除了将材料准确及时的备好外，还需检查吊笼是否栓好，吊索有无裂痕。库管需要对照要料单核实备好材料的种类，数量是否正确。
3.4 船靠泊前，解系缆工必须正确穿戴好劳动保护用品（救生衣、工作服、工作鞋、安全帽和防护手套），至少应提前15分钟到达靠离泊位现场，检查周围环境，提前做好码头泊位清理工作，严禁无关人员和车辆进入缆绳操作区域。预留靠离泊位（一般按船舶总长度的120%）。
3.5 吊车至少提前15分钟开到码头待命。吊车操作人员须持有吊车操作证书，作业前负责有关设备、设施的安全检查。
3.6 叉车在运料到码头的过程中，注意限速及周围环境。
3.7 必须安排专人现场监督装卸材料，无关人员不得进入或逗留在作业现场。操作人员必须服从指挥人员的指挥，严格按指挥人员的手势和信号进行相应的操作，当信号辨别不清或含义不明时，应先进行核实，不得盲目进行操作。
3.8 指挥人员应在实施作业前确定作业环境是否适于起重作业，严禁在六级大风及以上进行起重作业。
3.9 应确定货物的重量是否在起吊设备的允许范围内，不得装卸超过吊车安全工作负荷的货物。应正确装卸货物，货物包装和吊装索具状态不良或货物重量不明时，不得进行作业。
3.10 起吊时应使钢丝绳垂直后，才能吊离地，不得斜吊、斜拉物品，不得吊拔埋在地下和凝结在地上的重物。
3.11 吊物时要稳开、稳停，不得快起或快落，
